Do masonry screws need a separate anchor?

No. The AnkaScrew cuts its own thread directly into concrete, brick or block, so a separate plastic anchor is not required.

Can I use it to attach a sill plate to concrete?

Yes. Drill a 12mm hole through the timber into the concrete and drive the anchor; the flanged hex head clamps the plate down.
